Our take: This is the brightest light on the market...possibly too bright if you look directly into it. A rim is meant to keep the light out of the dog's eyes, but I don't know how effective that rim is. It's a constant light, and there is no blinking mode.

That said, you'll be bright as a tiny sun walking around in the dark with the added advantage that it provides enough light for you to see ahead of you. This is a "see and be seen" light. The elastic adjustable collar fits necks 8 inch to 26 inch and has a quick release buckle. It requires three AAA batteries, which are not included.
